Most often, the people found on the streets have a regular, albeit dysfunctional, community, even though they have no houses or shelter to live in. The intent is that any individual who qualifies can live in the Village permanently, providing they pay their rent, abide by civil law and follow the rules of the community. We believe the stereotype of chronically homeless individuals as it relates to crime is actually wrong. Chronically homeless individuals are among the most vulnerable and most often are the victims of crime, as opposed to being the perpetrators of crime.\r\nEvery neighborhood in any city at any time is susceptible to some level of criminal activity. Neighborhoods can mitigate potential criminal activity through strong vigilance. The very essence of Sheltering Arms Coalition is neighbor looking after neighbor. Sheltering Arms Coalition will sit just outside of the city limits; therefore, there is no zoning. We are, however required to comply with certain state regulations involving density and water quality. We would, however, like to see Sheltering Arms Coalition become an example across the country of how to innovatively address homelessness. We will require Sheltering Arms Coalition residents to demonstrate proof of homeless dwelling for at least one year within the local area. Additionally, we have made a commitment as part of our privilege of having tax exempt status, to not discriminate against anyone. Many races and ethnicities are represented in the Smith County homeless population with 57% identifying as white and 33% identifying as African-American. Nine percent stated their ethnicity was of Hispanic\/Latino descent. Single individuals represent the highest percent of respondents in our surveyed population at 73%. Homelessness in families with children increased to 14%. Median age of adults was 47 years old; children\u2019s median age was 5 years old. Military veterans are homeless at a higher rate than other groups. In Smith County, 27% of our surveyed populations are classified as veterans, a 4% decrease from last year.
